The seller did not follow the instructions and failed to complete the purchase. The $400 transaction, for which I also paid an additional $250 fee, failed — this was confirmed by both the payment processor and the merchant, including the seller´s own bank, which marked the funds as "authorized" but never "clean" or "confirmed." The funds were clearly declined, and all of this is backed up by screenshots from the vendor, messages, and evidence showing that the money should have been returned to the seller´s balance.
However, the seller keeps claiming — and has just provided screenshots — that the money has not returned to his account, but more than 4 days have passed since the transaction was officially declined. After the feedback, there are still 72 hours left before I can open a dispute. By that time, a total of 7 days will have passed — enough time for the situation to be clarified.
